Matthew 5:17-20 ... 17 Think not that I am come to destroy the law, or
the prophets: I am not come to destroy, but to fulfil. 18 For verily I
say unto you, Till heaven and earth pass, one jot or one tittle shall in
no wise pass from the law, till all be fulfilled. 19 Whosoever
therefore shall break one of these least commandments, and shall teach
men so, he shall be called the least in the kingdom of heaven: but
whosoever shall do and teach them, the same shall be called great in the
kingdom of heaven. 20 For I say unto you, That except your
righteousness shall exceed the righteousness of the scribes and
Pharisees, ye shall in no case enter into the kingdom of heaven.

Prophets speak things of God by faith. Many times prophets, such as Isaiah, spoke things of God and during his life time these things were not fulfilled. Later they were fulfilled. And Jesus spoke often of how HE did something so the word spoken by the prophets would be fulfilled.
Everything spoken by God will be fulfilled.
The scribes and Pharisees were very religious people but did not have the Spirit of God. Therefore they could not see though they thought they could. The condemned Jesus for healing on the Sabbath and such things ... They twisted the word of God ... They misinterpreted the word of God
Our righteousness must "exceed" the righteousness of the scribes and Pharisees and the only way this can happen is if we are born again by the Spirit of God.
Jn. 3 ... Jesus answered and said unto him, Verily, verily, I say unto thee, Except a man be born again, he cannot see the kingdom of God.
The vast majority of religious people today are like the scribes and Pharisees ... they can't see the things of God ... They view things with their own understanding, with their own reasoning but they are not hearing from the Spirit of God. Therefore they say all manner of incorrect things and they do all manner of works that are not authored by God.
Check yourself ... Did you hear from God to do that? Or is that work born of yourself and your own idea?
Lk. 21:35 ... pray always, that ye may be accounted worthy to escape all these things that shall come to pass, and to stand before the Son of man
The thing that makes us accounted worthy is having God author our works.
Therefore we need to pray over our ideas and see if God really wants us to do that work.
Mt. 7 ... 21Not every one that saith unto me, Lord, Lord, shall enter into the kingdom of heaven; but he that doeth the will of my Father which is in heaven. 22Many will say to me in that day, Lord, Lord, have we not prophesied in thy name? and in thy name have cast out devils? and in thy name done many wonderful works? 23And then will I profess unto them, I never knew you: depart from me, ye that work iniquity.
