Evil doers do evil because they do not know God as we do ... they are not born again ... or they could be reprobate.
Concerning those not born again ...Their "father" is the devil ... and Jesus explains, "the lust of their father they will do" ... Jn. 8 Ye are of your father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.
Before God revealed Himself to us, the devil was our father. We did as the evil doers do. But God had mercy on us. And because God had mercy on us we are able to view evil doers in a slightly different way.
Paul said: For we wrestle not against flesh and blood, but against principalities, against powers, against the rulers of the darkness of this world, against spiritual wickedness in high places. Eph. 6
Recently a woman offered to help me pack my CD player to send it to repair shop, But when the appointed day arrived for us to pack the unit, this woman was angry and very unwilling to help me. I was not offended by her because I know this woman is led by her own flesh and by devils who take her captive at will. She is very religious but does not have the spirit of God. When devils get control of her they toss her about as they will and she becomes a little "crazy" for devils are crazy. I just ignored her action for I knew the source. Had she been one of us, the church, that would have been another matter. I would have dealt with her then according to scripture and would have tried to free her from devils.
Concerning reprobates ... These are people who were once of God and knew God but rejected God ...and God turned them over to a reprobate mind, a mind without God's judgment.
Romans 1 ... v. 18 ... For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men, who hold the truth in unrighteousness;
... 21Because that, when they knew God, they glorified him not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened. 22Professing themselves to be wise, they became fools...
... 28And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind,
