God chose Abraham and created from him the nation of Israel. Then Paul explained that they are not all Israel, which are of Israel: 7Neither, because they are the seed of Abraham, are they all children: but, In Isaac shall thy seed be called. 8That is, They which are the children of the flesh, these are not the children of God: but the children of the promise are counted for the seed. Romans 9
So there is an elect (chosen) of God ... not of works but by the will of God. (Romans 9)
And to the chosen of God, God's mercy endures forever.
Psalm 136 speaks of the mercy of God toward HIS chosen people. Note the following verse and how God deliberately destroyed the first born of Egypt for the sake of HIS chosen people. God's mercy was toward HIS own chosen people and not toward Egypt.
To him that smote Egypt in their firstborn: for his mercy endureth for ever: 11And brought out Israel from among them: for his mercy endureth for ever: 12With a strong hand, and with a stretched out arm: for his mercy endureth for ever. Psa. 136
God will do whatever is necessary to help, to protect, to deliver HIS chosen people. His mercy endures forever toward HIS chosen people, even to the destruction of others.
