Ministers cited in the NT Bible were certainly free to marry.
Peter married. Peter had a mother-in-law and Peter said he was a elder and elders must have children according to Bible, proving Peter was married.
Matthew 8:14 And when Jesus was come into Peter's house, HE saw his (Peter's) wife's mother laid, and sick of a fever.
Titus 1:4-6 Paul says: To Titus, mine own son after the common faith: Grace, mercy, and peace, from God the Father and the Lord Jesus Christ our Saviour. For this cause left I thee in Crete, that thou shouldest set in order the things that are wanting, and ordain elders in every city, as I had appointed thee:
6 If any be blameless, the husband of one wife, having faithful children not accused of riot or unruly.

Peter declared himself to be an elder so by these scriptures we know Peter had a wife and children and a mother-in-law
Concerning being an elder, Peter says:
I Peter 5:1 The elders which are among you I exhort, who am also an elder, and a witness of the sufferings of Christ, and also a partaker of the glory that shall be revealed:
Peter was married.

Paul did not marry. (But Paul was free to marry. To attend upon the Lord without distraction Paul chose not to marry.)

Ministers of NT church are free to marry according to the Bible.
The Catholic church put an un-natural rule upon their ministries by requiring ministers to remain unmarried and when they did this they set up an haven for homosexuals in their ministries. And they added rules that are opposite to the NT Bible for their ministers. Child molesters appear often as a result.
