Sometimes we start thinking on a section of scripture and God will give us understanding concerning how to do that scripture.
I feel certain what Paul said to do is inspired by God.
2 Timothy 3
16 All scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness:

Since the time of Christ's resurrection, there have been many evil kings. There have been many immoral Presidents of the United States.
I believe the protesters often do much harm.
Can we pray for evil leaders? Paul says to. Why don't we ask God for wisdom in the matter?
