Here is a promise of God.
To whom does God speak this promise?
Ezekiel 36
8 But ye, O mountains of Israel, ye shall shoot forth your branches, and yield your fruit to MY people of Israel; for they are at hand to come.
9 For, behold, I am for you, and I will turn unto you, and ye shall be tilled and sown:

"They are not all Israel who are of Israel." (Romans 9:7)
Who are the children of Israel?
Genesis 12
2 And I will make of thee a great nation, and I will bless thee, and make thy name great; and thou shalt be a blessing:
3 And I will bless them that bless thee, and curse him that curseth thee: and in thee shall all families of the earth be blessed.
4 So Abram departed,
First, Abraham believed God. And because he believed what God had said, he also obeyed God, doing exactly what God told him to do.
(Abram obeyed God and it was counted to him for righteousness.)
And this is faith: to hear the Word spoken by God, to believe what God says, and because we believe we do that Word that God speaks to us.

Jesus asked: Who are my mother and my brethren and my sisters?
Matthew 12
47 Then one said unto him, Behold, thy mother and thy brethren stand without, desiring to speak with thee.
48 But HE answered and said unto him that told him, Who is my mother? and who are my brethren?
49And HE stretched forth HIS hand toward HIS disciples, and said, Behold my mother and my brethren!
50 For whosoever shall do the will of MY Father which is in heaven, the same is MY brother, and sister, and mother.

The promises of God are to the children of God, to whom God has called and spoken to, and after they heard the voice of God, they followed HIS instruction, HIS WORD.
And God gave HIS Holy Spirit to each individual who believed God.
I Corinthians 3:16 Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you?
Romans 8:14 For as many as are led by the Spirit of God, they are the sons of God.
