In
the Old Testament, God chose the nation of Israel to be HIS people and
the people vowed that it was true that the Lord was their God.
Here are some interesting declarations:
Deuteronomy 26
18 And the LORD hath avouched thee this day to be HIS peculiar people, as HE hath promised thee, and that thou shouldest keep all His commandments;
19 And to make thee high above all nations which HE hath made, in praise, and in name, and in honour; and that thou mayest be an holy people unto the LORD thy God, as HE hath spoken.

The
children of Israel found their own flesh to fight against the laws of
God and they were unable to keep all the laws of Moses as set forth in
the Old Testament.
Peter affirms they were unable to keep the Laws of the Old Testament:
Acts 15
7 And when there had been much disputing, Peter rose up, and said unto them, Men and brethren, ye know how that a good while ago God made choice among us, that the Gentiles by my mouth should hear the word of the gospel, and believe.
8 And God, which knoweth the hearts, bare them witness, giving them the Holy Ghost, even as HE did unto us;
9 And put no difference between us and them, purifying their hearts by faith.
10 Now therefore why tempt ye God, to put a yoke upon the neck of the disciples, which neither our fathers nor we were able to bear?
11 But we believe that through the grace of the Lord Jesus Christ we shall be saved, even as they.

So for the Jews and Gentiles in the New Testament church
God made another way to worship God by the sacrifice of Jesus Christ
and HIS blood which was paid for our sins, and then God gave HIS Spirit,
the Holy Spirit, to each child of God so we can serve HIM and honor HIM and follow HIM as we live on this present earth.
As we follow "that word" which
is brought to us by the Holy Spirit we fulfill the "law", for the Holy
Spirit will not lead us against the heart of God nor against the Holy
Scriptures.
Galatians 5
23 Meekness, temperance: against such there is no law.
24 And they that are Christ's have crucified the flesh with the affections and lusts.
25 If we live in the Spirit, let us also walk in the Spirit.
26 Let us not be desirous of vain glory, provoking one another, envying one another.

The
Holy Spirit who lives in each of us who are put into the church by God,
leads us in ways which are the ways of God so we end up fulfilling the
law by walking in the Spirit, following what the Holy Spirit shows us to
do in the specific issues of this present life.
Thus the apostle Paul says:
Romans 8:1 There is therefore now no condemnation to them which are in Christ Jesus, who walk not after the flesh, but after the Spirit.
Now
we have the Holy Spirit in us to teach us and remind us of all that
Jesus has said to us in the Bible. As we follow that way of the
scriptures, as brought to our mind by the Holy Spirit in the problems of
this life, we walk in the Spirit, rejecting the ways of man in the
matter at hand.
Now we are servants of God instead of servants of our own flesh and this world.
Romans 6
4 Therefore we are buried with HIM by baptism into death: that like as Christ was raised up from the dead by the glory of the Father, even so we also should walk in newness of life.
(For now we have HIS Spirit living in us to show us what to do in this life.)
